ICT outsoucing for the Ministry of Research Science and Technology

Probity has recently completed an assignment with the Ministry of Research Science and Technology (MoRST) assisting them to find a provider for their end-to-end ICT needs. MoRST as a mature outsourcing client decided as part of this exercise to include a Common Usage Clause or syndicated agreement within the proposed Outsourcing contract. This was as a number of agencies had approached MoRST to see if they could join MoRST's old agreement.

Probity worked with MoRST to undertake all the usual tasks that occur within an outsourcing search and selection:

• requirements gathering,
• definition and release of an EOI
• working with the client on shortlising vendors to receive the RFP
• constructing and releasing the RFP
• liaison with the vendors on the shortlist
• negotiation of the Master Services Agreement and associated Schedules.

As MoRST had decided to pursue a syndicated agreement there was additional emphasis on ensuring that the process could stand up to the most detailed scrutiny both commercially and in terms of compliance with the Government's procurement rules. MoRST and Probity consulted with the Ministry of Economic Development throughout the process to ensure that the necessary approval would be given to the agreement .

Probity's approach to the process required flexibility as well as rigour as during the process the Government agreed to merge MoRST and the Foundation for Research Science and Technology into the new Ministry of Science and Innovation.

Result:
The Syndicated Agreement has been approved. We believe that this represents the most complex agreement currently available through syndication. Probity and MoRST received positive feedback throughout the process for the quality and effectiveness of its process.
